EXAMPLE OF AN ABSTRACT:
Framework for Developing International Safety Criteria for CNG Carriers
By Jim Gaughan
Since the first movement of natural gas by sea in 1959, the role of the classification society and the flag state in establishing minimum criteria for design, construction, commissioning and operations of gas carries has been well defined. Similarly, where there has been a discharge of flammable products offshore into a pipeline for transportation ashore there has been a very strong involvement on the part of the port state. Accordingly it is recognized that in order for a project involving the marine transportation to go forward, it will be necessary that the project principals come to an meeting of the minds with the class society and regulators as to the requirements that will be in place to provide for a level of safety no less than that which has been established in similar trades such particularly the shipment of LNG.
This discussion will serve to introduce and hopefully set the theme for the subsequent detailed discussion between flag states, coastal states, class societies, CNG project proponents and other invited guests.
EXAMPLE OF A BIOGRAPHY
Jim Gaughan
Jim Gaughan is a Professional Engineer with both a bachelors and masters degrees in
mechanical engineering. He left ABS in 1998 after more than 27 years to start J.

ASME and NFPA and led many ABS rule development efforts for both marine and offshore
applications. The USCG requested Jim to be a member of the US delegation to IMO
Subcommittee for Design and Equipment for several years. Jim continues to represent
ABS on a consultative basis and is a current member of NFPA 59A Committee for LNG
Production, Storage and Handling.
